Biography

Peter is the President of Foster Citizenship Corporation. He specializes in civil and commercial litigation appearing before the High Court, Court of Appeal, and Privy Council, and is the Head of FOSTERS.

Peter was elevated to the Inner Bar in September 2012 and is one of His Majesty’s Counsel.

Peter also heads the Firm’s Banking and Securities, Corporate and Transactional, and Insolvency and Restructuring portfolio and is a consultant on all litigation matters undertaken by the Firm.

Peter is a former Speaker of the House of Assembly in Saint Lucia. He has acted as a High Court Judge in the British Virgin Islands and in Anguilla and as a Magistrate in Saint Lucia. He is a former Chairman of the Saint Lucia Tourist Board, Chairman of the Saint Lucia Bureau of Standards, Mayor of Castries and Chairman of the Castries City Council. Peter is a member of the Honourable Society of Lincoln’s Inn and former President of its Caribbean Alumni Association. The Republic of Anguilla was a short-lived, unrecognised independent state on the island of Anguilla. It lasted from 11 July 1967 until 19 March 1969, when British control was re-established.^[3]

Background

On 27 February 1967, Britain granted the territory of Saint Christopher-Nevis-Anguilla the status of "associated state", with its own constitution and a considerable degree of self-government. Many Anguillans strenuously objected to the continuing political subservience to Saint Kitts, and on 30 May (known as Anguilla Day), the Saint Kitts police were evicted from the island.^[4]^{[better source needed]} The provisional government requested United States administration, which was declined. On 11 July 1967, a referendum on Anguilla's secession from the fledgling state was held. The results were 1,813 votes for secession and 5 against.
