Lebanese Ideology and Boutros Harb: Separate, But [ Kind of] Equal
For over a week now, the debate on a draft law proposed by Lebanese Minister of Labor and former presidential candidate Boutros Harb has been heating up. If passed by the Lebanese state, this law would make it illegal for a period of 15 years for Christians to sell land, apartments, houses or commercial property to Muslims, and vice versa. The draft law has won the support of the Maronite Patriarch, Samir Geagea, Amin Gemeyal, and Future party MP Ahmad Fatfat. Harb has stated that the law is meant to preserve sectarian balance and harmony in Lebanon. Geagea has said that it is meant to protect the “multicultural” character of Lebanon. If it is illegal for Muslims to buy real estate in Christian areas, the “nature” and “character” of those areas will be protected, which will in turn ensure that Christian emigration[1] from Lebanon will be dampened. Boutros Harb (بطرس حرب)(né à Tannourine le ), est un homme politiquelibanais.
Biographie
[modifier | modifier le code]Juriste, il est élu en 1972 député maronite de Batroun, au nord du Liban. Député indépendant, il est nommé ministre des Travaux publics et des Transports et ministre de l’Education nationale et des Beaux-arts en 1979, au sein du gouvernement de Salim El-Hoss ; un poste qu’il occupera jusqu’en 1980. Il revient au ministère de l'Éducation entre 1990 et 1992 dans le cabinet de Omar Karamé.
Actif lors de la négociation des accords de Taëf, son nom commence à apparaître parmi les présidentiables. Il boycotte, comme l’essentiel des personnalités et partis chrétiens, les élections législatives de 1992, mais prend part aux élections de 1996, au bout desquelles il retrouve son poste.
Membre de l’opposition parlementaire aux gouvernements de Rafiq Hariri, notamment auprès de Nassib Lahoud, Salim El-Hoss, Omar Karamé, Mohammad Youssef Beydoun et Hussein Husseini, il annonce sa candidature à l’élection présidentielle de 1998. Mais il la retire l
